To have a satisfactory chance to pass the civics test, an applicant must answer correctly at least 60 out of 100 questions at the level four. While the learning levels one and two improve applicant's use of memory, the level three improves applicant's understanding of correct answers. There is no specific number of questions an applicant must answer correctly at the level three in order to have a chance to satisfactory answer questions at the level four. However, the level three is essential and it prepares the applicant to the level four. All four levels are essential elements of the system to prepare the applicant for the civics test.

Is there any similarity between the CIVICS-EXAM and the USCIS "Naturalization Self Test"? The USCIS "Naturalization Self Test" is similar to the learning level one of the CIVICS-EXAM. The similarity is that both allow you to view all answering options simultaneously. However, the USCIS "Naturalization Self Test" is too simple: for each question, there are only four answering options. In contrast, the CIVICS-EXAM offers as many as fifteen answering options for each question. As mentioned above, only the difficulty of the level four of the CIVICS-EXAM is equivalent to the difficulty of the real civics test. By answering correctly all questions of the level four of the CIVICS-EXAM, the applicant completely proves the ability to pass the real civics test. In contrast, by correctly answering even all questions of the USCIS "Naturalization Self Test", the applicant does not prove any ability to pass the real civics test. The USCIS "Naturalization Self Test" is too simple not only in comparison with the real civics test but even in comparison with the level one of the CIVICS-EXAM. Accordingly, the USCIS "Naturalization Self Test" is incomplete and, as a result, does not prepare the applicant for the civics test.
